DUBUQUE, Iowa (AP) ? An African leopard tortoise thought to be stolen from an Iowa museum was actually trapped behind paneling in her enclosure, and a misguided employee who found her lied to keep up the story about her theft, the museum announced Friday.

In a bizarre move, the employee who found the 18-pound reptile named Cashew put her into a building elevator in an attempt to prevent the museum further embarrassment, said Jerry Enzler, president and CEO of the National Mississippi River Museum & Aquarium in Dubuque.

The tortoise was found alone in a museum elevator on Thursday, two days after the museum had discovered she was missing and announced that she had been stolen. Museum officials told media outlets Thursday that they believed a regretful thief had smuggled her back inside.

But several hours later, a museum employee came forward and told the truth: Cashew was never stolen.

"The action taken by the employee Thursday afternoon was wrong and is not reflective of the integrity of the staff who dedicate themselves to the highest of Museum & Aquarium standards," Enzler said in a statement Friday.

Enzler said the employee, whose name and position has not been released, will be reprimanded. He said it was a personal issue and did not provide any additional information.

Cashew is one of six large tortoises on display in the enclosure. A 4-foot glass wall separates visitors from the creatures.

Enzler said the notion of a stolen tortoise grabbed national attention.

"The idea that someone may steal a tortoise was so disturbing, and I think people responded to that," he said.

He's just glad the tortoise is in good health, and he said staff is reviewing the enclosures.

"It has good karma to know Cashew wasn't stolen and someone didn't violate the museum and its exhibit," he said. "I think it restores our faith in humanity to know someone didn't take the animal."

The 9-year-old tortoise will be back on display Saturday.

A wave of confidence is spreading to small firms across the South Island because of the Christchurch rebuild, according to ANZ Bank's Micro Scope survey.

The survey questions micro businesses which have five employees or less and small businesses with six to 20 employees around New Zealand about prospects for their firms in coming months.

Highlights of the survey were Canterbury and Wellington being the most optimistic regions with net 17 per cent of businesses surveyed positive while a net 16 per cent were positive in the South Island.

Low sales remained the greatest problem for micro and small businesses, the bank said, followed by regulation which was considered a bigger challenge than competition.

ANZ said the confidence of small businesses in Canterbury and in the South Island lifted in the March quarter from the previous quarter and it was most marked across small firms in the South Island whose business confidence rose sharply, 5 per cent, to a net 16 per cent.

However, among micro businesses confidence was unchanged nationwide.

Construction is the most upbeat sector nationally with confidence among small businesses in residential construction surging to a net 21 per cent, a 13 year high.

Small businesses were keener to invest than at any time since 2005.

Managing director of ANZ Business Banking? Fred Ohlsson said confidence in Canterbury had grown steadily for a year and was likely to keep rising.

''The boost to business prospects is now spreading to small firms across the South Island and beyond, '' he said.

Canterbury made up about half of the South Island economy and about 12 per cent of the national GDP (gross domestic product).

Apr. 9, 2013 ? The aroma of rosemary essential oil may improve prospective memory in healthy adults.

This is the finding of a study conducted by Jemma McCready and Dr Mark Moss from the University of Northumbria. The findings presented today, Tuesday 9 April, at the Annual Conference of the British Psychological Society in Harrogate, suggest that this essential oil may enhance the ability to remember events and to remember to complete tasks at particular times in the future.

Dr Mark Moss said: "We wanted to build on our previous research that indicated rosemary aroma improved long-term memory and mental arithmetic. In this study we focused on prospective memory, which involves the ability to remember events that will occur in the future and to remember to complete tasks at particular times this is critical for everyday functioning. For example when someone needs to remember to post a birthday card or to take medication at a particular time."

Rosemary essential oil was diffused in to a testing room by placing four drops on an aroma stream fan diffuser and switching this on five minutes before the participants entered the room. Sixty-six people took part in the study and were randomly allocated to either the rosemary-scented room or another room with no scent.

In each room participants completed a test designed to assess their prospective memory functions. This included tasks such as hiding objects and asking participants to find them at the end of the test and instructing them to pass a specified object to the researcher at a particular time. All the tasks had to be done with no prompting. If the task was not performed then different degrees of prompting were used. The more prompting that was used the lower the score. Participants also completed questionnaires assessing their mood.

Participants' blood was also analysed to see if performance levels and changes in mood following exposure to the rosemary aroma were related to concentrations of a compound (1,8-cineole) present in the blood. The compound is also found in the essential oil of rosemary and has previously been shown to act on the biochemical systems that underpin memory.

The results showed that participants in the rosemary-scented room performed better on the prospective memory tasks than the participants in the room with no scent. This was the case for remembering events and remembering to complete tasks at particular times.

Jemma McCready explained: "There was no link between the participants' mood and memory. This suggests performance is not influenced as a consequence of changes in alertness or arousal."

The results from the blood analysis found that significantly greater amounts of 1,8-cineole were present in the plasma of those in the rosemary scented room, suggesting that the influence of aroma was mediated pharmacologically.

Jemma McCready said: "These findings may have implications for treating individuals with memory impairments. It supports our previous research indicating that the aroma of rosemary essential oil can enhance cognitive functioning in healthy adults, here extending to the ability to remember events and to complete tasks in the future. Remembering when and where to go and for what reasons underpins everything we do, and we all suffer minor failings that can be frustrating and sometimes dangerous. Further research is needed to investigate if this treatment is useful for older adults who have experienced memory decline."

TOKYO (AP) ? It's easy to write off North Korea's threats to strike the United States with a nuclear-tipped missile as bluster: it has never demonstrated the capability to deploy a missile that could reach the Pacific island of Guam, let alone the mainland U.S.

But what about Japan?

Though it remains a highly unlikely scenario, Japanese officials have long feared that if North Korea ever decides to play its nuclear card it has not only the means but several potential motives for launching an attack on Tokyo or major U.S. military installations on Japan's main island. And while a conventional missile attack is far more likely, Tokyo is taking North Korea's nuclear rhetoric seriously.

On Monday, amid reports North Korea is preparing a missile launch or another nuclear test, Japanese officials said they have stepped up measures to ensure the nation's safety. Japanese media reported over the weekend that the defense minister has put destroyers with missile interception systems on alert to shoot down any missile or missile debris that appears to be headed for Japanese territory.

"We are doing all we can to protect the safety of our nation," said chief Cabinet spokesman Yoshihide Suga, though he and Ministry of Defense officials refused to confirm the reports about the naval alert, saying they do not want to "show their cards" to North Korea.

North Korea, meanwhile, issued a new threat against Japan.

"We once again warn Japan against blindly toeing the U.S. policy," said an editorial Monday in the Rodong Sinmun, the official newspaper of its ruling party. "It will have to pay a dear price for its imprudent behavior."

Following North Korea's third nuclear test in February, Japanese experts have increasingly voiced concerns that North Korea may already be able to hit ? or at least target ? U.S. bases and major population centers with nuclear warheads loaded onto its medium-range Rodong missiles.

"The threat level has jumped" following the nuclear test, said Narushige Michishita, a former Ministry of Defense official and director of the Security and International Studies Program at Tokyo's National Graduate Institute for Policy Studies.

Unlike North Korea's still-under-construction intercontinental ballistic missile, or ICBM, program, its arsenal of about 300 deployed Rodong missiles has been flight tested and is thought to have a range of about 1,300 kilometers (800 miles).

That is good enough to reach Tokyo and key U.S. military bases ? including Yokota Air Base, which is the headquarters of the U.S. 5th Air Force; Yokosuka Naval Base, where the USS George Washington aircraft carrier and its battle group are home-based; and Misawa Air Base, a key launching point for U.S. F-16 fighters.

Michishita, in an analysis published late last year, said a Rodong missile launched from North Korea would reach Japan within five to 10 minutes and, if aimed at the center of Tokyo, would have a 50-percent probability of falling somewhere within the perimeter of Tokyo's main subway system.

He said Japan would be a particularly tempting target because it is close enough to feasibly reach with a conventionally or nuclear-armed missile, and the persistent animosity and distrust dating back to Japan's colonization of the Korean Peninsula in 1910 provides an ideological motive.

Also, a threat against Japan could be used to drive a wedge between Tokyo and Washington. North Korea could, for example, fire one or more Rodong missiles toward Tokyo but have them fall short to frighten Japan's leaders into making concessions, stay out of a conflict on the peninsula or oppose moves by the U.S. forces in Japan to assist the South Koreans, lest Tokyo suffer a real attack.

"Given North Korea's past adventurism, this scenario is within the range of its rational choices," Michishita wrote.

Officials stress that simply having the ability to launch an attack does not mean it would be a success. They also say North Korea is not known to have actually deployed any nuclear-tipped missiles.

Tokyo and Washington have invested billions of dollars in what is probably the world's most sophisticated ballistic missile defense shield since North Korea sent a long-range Taepodong missile over Japan's main island in 1998. Japan now has its own land- and sea-based interceptors and began launching spy satellites after the "Taepodong shock" to keep its own tabs on military activities inside North Korea.

For the time being, most experts believe, North Korea cannot attack the United States with a nuclear warhead because it can't yet fashion one light enough to mount atop a long-range ICBM. But Japanese analysts are not alone in believing North Korea has cleared the "miniaturization" problem for its medium-range weapons.

In April 2005, Lowell Jacoby, director of the Defense Intelligence Agency, told the Senate Armed Services Committee that North Korea had the capability to arm a missile with a nuclear device. In 2011, the same intelligence agency said North Korea "may now have" plutonium-based nuclear warheads that it can deliver by ballistic missiles, aircraft or "unconventional means."

The Pentagon has since backtracked, saying it isn't clear how small a nuclear warhead the North can produce.

But David Albright, a physicist at the Institute for Science and International Security think tank, said in an email he believes the North can arm Rodong missiles with nuclear warheads weighing as much as several hundred kilograms (pounds) and packing a yield in the low kilotons.

That is far smaller than the bombs dropped on Hiroshima or Nagasaki but big enough to cause significant casualties in an urban area.

Japan also is a better target than traditional enemy South Korea because striking so close to home with a nuclear weapon would blanket a good part of its own population with the fallout.

Regardless of whom North Korea strikes ? with a nuclear or conventional weapon ? it can be assured of one thing: a counterattack by the United States.

JERUSALEM (AP) ? A dormant, decade-old Mideast peace plan has suddenly emerged as a possible key to breaking years of deadlock between Israel and the Palestinians.

A top Palestinian official said Sunday that the visiting U.S. Secretary of State John Kerry has expressed interest in reviving the so-called Arab Peace Initiative, a 2002 plan in which the Arab world offered comprehensive peace with Israel in exchange for a full pullout from all territories it captured in the 1967 Mideast war. Arab officials confirmed the Arab League was set to discuss the matter on Monday.

The initiative was revolutionary when it was introduced by Saudi Arabia's then crown prince, King Abdullah, and later endorsed by the 22-member Arab League at a summit in Beirut. However, the plan was overshadowed by fierce Israeli-Palestinian fighting at the time and greeted with skepticism by Israel. The Arab League re-endorsed the plan in 2007, and technically, the offer remains in effect.

Key obstacles remain. Israel has not softened its objections to the plan, and the Palestinians turned down a request from Kerry for changes in it.

In the 1967 war, Israel took control of the West Bank, east Jerusalem, Gaza Strip, Sinai and Golan Heights. Israeli returned the Sinai to Egypt in 1982 in the framework of a peace treaty and pulled out of Gaza unilaterally in 2005. Israel annexed the Golan Heights in 1981, and peace talks with Syria over the territory have repeatedly failed.

Israeli-Palestinian peace talks have been deadlocked since late 2008, in large part over the issue of Israeli settlements in the West Bank and east Jerusalem. The Palestinians refuse to talk while Israel settles its population on the occupied territories where they want to establish their state. They have demanded that Israel accept the 1967 lines as the basis for a future Palestine. Israeli Prime Minister Benjamin Netanyahu rejects a return to the 1967 lines and calls for talks with no preconditions.

The 57-member Organization of Islamic Cooperation has also endorsed the 2002 Arab peace initiative.

The plan, if adopted, considers the Arab-Israeli conflict "ended," offers "normal relations" with Israel and calls for providing "security for all the states of the region."

Israel has rejected a return to the 1967 lines for both security and spiritual reasons. Israeli leaders have long argued that the 1967 frontiers are indefensible. In addition, a return to those boundaries would mean a withdrawal from east Jerusalem, home to the city's holiest Jewish, Muslim and Christian religious sites.

Israel has annexed east Jerusalem, and Netanyahu has vowed never to share control of the sensitive area. The Palestinians say there can be no peace without establishing their capital in east Jerusalem. These conflicting claims to east Jerusalem are perhaps the most emotional and explosive issue in the conflict.

Kerry on Sunday kicked off what is expected to be several months of shuttle diplomacy between Israel and the Palestinians with a stop in the West Bank for talks with President Mahmoud Abbas.

It was not immediately clear whether the Arab initiative came up in Sunday night's talks. A senior State Department official said the meeting "included a discussion on how to create a positive climate for negotiations," but that Kerry had asked all participants to keep the details confidential. The official spoke on condition of anonymity because of Kerry's orders not to brief reporters.

Abbas spokesman, Nabil Abu Rdeneh, said Abbas urged Israel to release Palestinian prisoners it is holding, called on Israel to halt settlement construction and urged Israel to commit to a solution based on the 1967 lines. He did not say whether the Arab peace initiative was discussed but confirmed Abbas was leaving Monday for talks on the plan at an Arab League meeting in Qatar.

Mohammed Subeih, the Arab League's undersecretary for Palestinian affairs, confirmed a special committee on the peace initiative would hold "an urgent meeting" in Doha on Monday.

He said the prime minister of Qatar would chair the meeting, and foreign ministers of key countries, including Egypt, Saudi Arabia, Jordan and the Palestinians, would attend. The Arab League's chief Nabil El-Araby is also expected, he said.

Subeih said the committee would form a delegation, chaired by El-Araby and the Qatari prime minister, to travel to Washington in the coming weeks. In Washington, the delegation will try together with the American side draw a road map to "end Israeli occupation," he said.

Earlier Sunday, the chief Palestinian negotiator, Saeb Erekat, said Kerry has been floating the Arab initiative as a possible way out of the deadlock.

Officials say Kerry has proposed two small changes to make it more palatable to Israel, saying the 1967 lines could be modified through mutual agreement and pressing for stronger security guarantees. Security-obsessed Israel has grown increasingly jittery during the upheaval that has swept through the Middle East over the past two years.

Speaking to the Voice of Palestine radio station, Erekat said the plan could not be changed. "Kerry asked us to change few words in the Arab Peace Initiative but we refused," he said.

Israeli officials refused to comment on the matter. An Israeli official said the Israelis were planning to offer "a wide spectrum of ideas" to Kerry when they meet with him in the current days. The official declined to elaborate. He spoke on condition of anonymity because nothing has been formally presented yet.

In the past, Netanyahu has described the Arab peace initiative as a welcome sign of acceptance from the Arab world but refused to accept it in its current form. Netanyahu has said that presenting the plan as an ultimatum would undermine negotiations.

But after years of deadlock, and growing international isolation over continued Israeli settlement construction, Netanyahu could find himself in a difficult position if the offer is again extended.

So seitan is made out of vital wheat gluten, which I know a lot of people have a misconception that vegans don?t eat gluten. And while gluten free things tend to be near the vegan friendly premade foods at the store, gluten is in fact vegan friendly. Now a lot of people that are vegan avoid gluten because they might be allergic to it, or because they are avoiding breads to keep their carb consumption low. In reality though, gluten is a plant based protein, and it?s an important ingredient in baking bread because the proteins provide texture and density to the bread which is why you have different grades of wheat flours Bread flour: usually has a bit more protein than say, all-purpose flour Cake flour: usually has a less protein than all-purpose flour And then there are non-wheat flours/gluten rich flours, but I?m not going to get into that today.

Roll your seitan dough into two logs, or you can make them into chicken leg looking pieces, patties, whale shapes, or whatever suits your fancy. Put in a baking pan, add the baking liquid, cover and bake for 1hour, uncover turn the pieces over and bake for another 20 minutes covered. All done with that? Cool, you just made meat replica for about $1.50/lb take that Morningstar! Now onto the actual hot wingness I dredged my seitan pieces in a mixture of ? cup cornmeal (for some crunch) A pinch of salt, pepper, and paprika.

ISTANBUL (AP) ? Secretary of State John Kerry is mourning the first death of an American diplomat on the job since last year's Sept. 11 attack on the U.S. diplomatic installation in Benghazi, Libya.

Anne Smedinghoff, 25, was one of six Americans killed in an attack Saturday in Afghanistan.

Smedinghoff, an Illinois resident, was on her second tour in Afghanistan after returning last summer. She aided Kerry on his visit there last month.

Visiting Istanbul, a clearly emotional Kerry told consulate workers on Sunday that Smedinghoff stood for everything America stands for.

He says she died trying to make a difference by providing young Afghans with education.

Smedinghoff previously served in Venezuela.

BEIJING --?Shanghai has reported two more cases of human infection of a new strain of bird flu, raising the number of cases in eastern China to 20. The death toll among those who contracted the virus remains at six.?

Health officials believe people are contracting the H7N9 virus through direct contact with infected fowl and say there's no evidence the virus is spreading easily between people.

China's official Xinhua News Agency reported the two new Shanghai cases Sunday, citing local authorities.

Shanghai has been ordered by the agriculture ministry to halt its live poultry trade and slaughter all fowl in markets where the virus has been found.

The capital cities of the neighboring provinces of Zhejiang and Jiangsu also have suspended sales of live poultry. Both provinces have reported H7N9 cases.?

On Friday, Dr. Tom Frieden, the director of the Centers for Disease Control and Prevention, said that the CDC has been in close contact with Chinese official and cautioned that there is no cause for widespread alarm.

?At this point, there are several things that give us confidence that this is not spreading widely from person to person,? Frieden said.

For example, Chinese authorities have tracked 100 close contacts of people who got sick, and none of them became ill. With typical influenza, perhaps 20 percent to 30 percent of family members could be expected to develop the flu, Frieden said.

CDC is working with vaccine manufacturers to develop a seed strain to produce a vaccine to protect against the H7N9 virus, but that would only occur if there appeared to be widespread transmission. If that were necessary, it would not disrupt production of the seasonal vaccine, CDC officials said.

There have been no cases reported in the United States.

SAN ANTONIO (AP) ? Rory McIlroy's last-minute decision to play in the Texas Open is looking like a good call.

The world's No. 2 golfer, struggling with inconsistency this year following an offseason equipment change, put together one of his best rounds this season ? matching the low round of the day with a 5-under par 67 on Friday.

McIlroy moved to 5 under for the tournament and within three shots of tournament leader Billy Horschel, receiving a much-needed boost of confidence heading into next week's Masters.

"I want to play well, and I know if I play well, I'll have a great chance to win," McIlroy said.

The former world No. 1 only decided to play in the tournament late last week, in a bid for as many competitive rounds as possible after underperforming in his first four tournaments this season.

He didn't anticipate an encounter with the native plant life when he signed up for the Greg Norman-designed Oaks Course at TPC.

McIlroy had just that on Friday, bogeying No. 9 after driving into the rough and catching his left shin on a cactus.

The misstep dropped McIlroy to 1 under, but he rebounded with key putts on the final three holes for birdies ? finishing with seven birdies overall ? and pulled within reach of the leaders entering the weekend.

"It was a good way to finish," McIlroy said. "It will definitely make dinner taste a little nicer tonight and give me a couple of more hours in bed tomorrow morning."

The 23-year-old two-time major winner is three shots back of Horschel, who birdied his last two holes to post his second straight 4-under 68.

A group of three players ? Daniel Summerhays, Charley Hoffman and Steven Bowditch ? are two shots back at 6 under, while McIlroy is tied with six others at 5 under.

Thursday's co-leaders, Matt Bettencourt and Peter Tomasulo, each shot 1-over 73s and fell four shots off the lead.

Bettencourt went as low as 8 under in the surprisingly calm weather on Friday morning before falling back after a stretch of three bogeys in four holes once the wind picked up a bit.

Summerhays also got as low as 7 under before falling back with a bogey on No. 9, but it was Horschel who separated himself with his late flurry.

Horschel jumped from 60th to 24th on the money list after a second-place finish at last week's Houston Open. He closed out Thursday's round with a birdie, and he one-upped that on Friday ? closing with a pair of 11-foot birdie putts on No. 17 and 18 to vault into first.

"Today, I knew there was not going to be very much wind, so you had to take advantage of this golf course," Horschel said. "I warmed up really well; probably hit the best I have on the range in a month and a half before a round."

He needed 28 putts on Friday after taking only 25 a day earlier, but Horschel hit 11 of 14 fairways after hitting only seven the day before.

Horschel has made the cut in all nine of the events he's entered this year, extending his tour-best streak to 21 made cuts in a row, but he has yet to win a PGA Tour event.

Now he faces a leaderboard filled with experienced players behind him, including four ? McIlroy, Jim Furyk, Retief Goosen and Lee Janzen ? who have combined to win seven majors.

"I couldn't care less if they've won majors or not, honestly," Horschel said. "I know they're good players and what they've done, but I feel I'm a good player in my own right.

"I think you have that mindset. You can't think that these guys have won majors, and then you start worrying about what they're doing and you forget about yourself."

McIlroy is the most recent major winner of the pursuers, having won the PGA Championship last August. However, he's struggled for much of this year following an equipment change and recently lost the No. 1 ranking to Tiger Woods.

McIlroy has just one top-10 finish this year, and he decided late last week to add the San Antonio stop to his schedule to add competitive rounds before next week's first major of the year.

It's a move that appeared questionable after an up-and-down even-par 72 on Thursday, but not after Friday's scoring binge.

McIlroy still had fits with his driving, hitting only nine of 14 fairways, but he made lengthy birdie putts on each of his final three holes ? including a 26-footer on the par-3 16th. He narrowly missed a 24-foot eagle putt in front of a surging gallery on the 18th after reaching the par 5 in two shots.

It was after his run-in with the cactus on No. 9 that McIlroy made his move, shooting a 4-under 32 on the back nine.

On the ninth, he drove into the left trees and scraped his left shin on the prickly pear while searching for his ball. McIlroy rubbed his leg afterward and his approach went the right of the green on the par 4, leading to his final bogey of the round.

"I shouldn't have been where I was at nine anyway, so I guess it was deserved," McIlroy said.

McIlroy's 5 under matched Hoffman and K.J. Choi for the best round of the day. The Texas weather is expected to warm considerably on Saturday and the wind to pick up ? making the 7,435-yard layout even more challenging.

"I just like giving myself a chance coming in on Sunday," Hoffman said. "I think I'm a pretty good competitor. If I have a chance with a few holes to play, that's all I can ask for."

LONDON/SEOUL (Reuters) - North Korea warned on Friday it could not guarantee the safety of diplomats after next Wednesday and asked embassies to consider moving staff out of the country, European diplomats said, amid high tension on the Korean peninsula.

The requests came on the heels of declarations by the government of the secretive communist state that real conflict was inevitable, because of what it termed "hostile" U.S. troop exercises with South Korea and U.N. sanctions imposed over North Korea's nuclear weapons testing.

"The current question was not whether, but when a war would break out on the peninsula," because of the "increasing threat from the United States", China's state news agency, Xinhua, quoted the North's Foreign Ministry as saying.

It added that diplomatic missions should consider evacuation. North Korea would provide safe locations for diplomats in accordance with international conventions, Xinhua quoted the ministry as saying in a notification to embassies.

Britain said its embassy in Pyongyang had been told by the North Korean government it "would be unable to guarantee the safety of embassies and international organizations in the country in the event of conflict from April 10th".

"We believe they have taken this step as part of their continuing rhetoric that the U.S. poses a threat to them," Britain's Foreign Office said.

It said it had "no immediate plans" to evacuate its embassy and accused the North Korean government of raising tensions "through a series of public statements and other provocations."

A Polish spokesman said Warsaw saw the latest statements by Pyongyang as "an inappropriate element of building up the pressure and we obviously think that there is no risk from outside on North Korea." He added that the Polish Embassy saw no need to move staff out.

"This question has been directed to all embassies that are on the ground in Pyongyang," a Swedish Foreign Office official said.

The United States, which does not have diplomatic relations with North Korea and is served by Sweden as a "protecting power" in Pyongyang, echoed the British and the Poles.

"This is just an escalating series of rhetorical statements, and the question is, to what end?" said State Department spokeswoman Victoria Nuland.

Asked if the United States had received any instructions from the Swedes on the small number of U.S. aid workers or tourists who could be in North Korea, she said there was no indication Sweden would heed Pyongyang's warning.

'DEEPLY CONCERNED'

U.N. Secretary-General Ban Ki-moon "remains deeply concerned about escalating tensions on the Korean peninsula," but U.N. humanitarian workers remain active across North Korea for the time being, a spokesman said on Friday.

"U.N. staff in the DPRK (North Korea) remain engaged in their humanitarian and developmental work throughout the country," said U.N. spokesman Martin Nesirky. The United Nations has 36 international staff and 21 locally recruited personnel working in North Korea, the world body said.

Under the Vienna Convention that governs diplomatic missions, host governments are required to help get embassy staff out of the country in the event of conflict.

Russia's Foreign Ministry said North Korea had "proposed that the Russian side consider the evacuation of employees in the increasingly tense situation", according to a spokesman for its embassy in Pyongyang.

Moscow said it was "seriously studying" the request. A statement from its Foreign Ministry said Russia hoped all parties would show restraint and considered "whipping up military hysteria to be categorically unacceptable."

In a fusillade of statements over the past month, North Korea has threatened to stage a nuclear strike on the United States, something it lacks the capacity to do, according to most experts, and has declared war on South Korea.

Military analysts say North Korea might be able to hit some part of the United States, but not the mainland and not with a nuclear weapon.

The threats against the United States by North Korea's young leader, Kim Jong-un, are "probably all bluster", said Gary Samore, until recently the top nuclear proliferation expert on President Barack Obama's national security staff.

The North Koreans "are not suicidal. They know that any kind of direct attack (on the United States) would be end of their country," he added.

On Friday, South Korean media reported that North Korea had placed two of its intermediate-range missiles on mobile launchers and hidden them on the east coast of the country in a move that could threaten Japan or U.S. Pacific bases.

The report could not be confirmed, but White House spokesman Jay Carney told reporters that based on past behavior, "we would not be surprised" to see North Korea conduct another missile test.

Speculation centered on two kinds of missiles, neither of which is known to have been tested.

One is the so-called Musudan missile, which South Korea's Defense Ministry estimates has a range of up to 3,000 km (1,865 miles). The other is the KN-08, believed to be an intercontinental ballistic missile.

North Korea has always aggressively condemned the regular military exercises held by U.S. forces and their South Korean allies, but its reaction to this year's has reached a blistering pitch.

"The rhetoric is off the charts," said Victor Cha, former director for Asian affairs at the White House National Security Council.

CASTRO WARNS AGAINST WAR

Former Cuban leader Fidel Castro, in an essay in Cuban state media, warned ally North Korea against war, describing the situation on the Korean Peninsula as "incredible and absurd" and "one of the gravest risks of nuclear war since the Crisis of October (Cuban Missile Crisis), 50 years ago.

The verbal assaults from Pyongyang have set financial markets in South Korea, Asia's fourth largest economy, on edge.

South Korean shares slid on Friday, with foreign investors selling their biggest daily volume in nearly 20 months, hurt after aggressive easing from the Bank of Japan sent the yen reeling, as well as by the tension over North Korea.

"In the past, (markets) recovered quickly from the impact from any North Korea-related event, but recent threats from North Korea are stronger and the impact may therefore not disappear quickly," Vice Finance Minister Choo Kyung-ho said.

Kim Jong-un, 30, is the third member of his dynasty to rule North Korea. He took over in December 2011 after the death of his father, Kim Jong-il, who staged confrontations with South Korea and the United States throughout his 17-year rule.

Some fear the young leader of the isolated communist state may view the risk of conflict as one worth taking.

"We don't understand this new guy at all. And if the North Koreans move to provoke the South, the South is going to retaliate in a way we haven't seen before," Cha said.

Apr. 4, 2013 ? Walking briskly can lower your risk of high blood pressure, high cholesterol and diabetes as much as running can, according to surprising findings reported in the American Heart Association journal Arteriosclerosis, Thrombosis and Vascular Biology.

Researchers analyzed 33,060 runners in the National Runners' Health Study and 15,045 walkers in the National Walkers' Health Study. They found that the same energy used for moderate intensity walking and vigorous intensity running resulted in similar reductions in risk for high blood pressure, high cholesterol, diabetes, and possibly coronary heart disease over the study's six years.

"Walking and running provide an ideal test of the health benefits of moderate-intensity walking and vigorous-intensity running because they involve the same muscle groups and the same activities performed at different intensities," said Paul T. Williams, Ph.D., the study's principal author and staff scientist at Lawrence Berkeley National Laboratory, Life Science Division in Berkeley, Calif.

Unlike previous studies, the researchers assessed walking and running expenditure by distance, not by time. Participants provided activity data by responding to questionnaires.

"The more the runners ran and the walkers walked, the better off they were in health benefits. If the amount of energy expended was the same between the two groups, then the health benefits were comparable," Williams said.

Comparing energy expenditure to self-reported, physician-diagnosed incident hypertension, hypercholesterolemia, diabetes and coronary heart disease, researchers found:

Running significantly reduced risk for first-time hypertension 4.2 percent and walking reduced risk 7.2 percent.
Running reduced first-time high cholesterol 4.3 percent and walking 7 percent.
Running reduced first-time diabetes 12.1 percent compared to 12.3 percent for walking.
Running reduced coronary heart disease 4.5 percent compared to 9.3 percent for walking.

"Walking may be a more sustainable activity for some people when compared to running, however, those who choose running end up exercising twice as much as those that choose walking. This is probably because they can do twice as much in an hour," Williams said.

Study participants were 18 to 80 years old, clustered in their 40s and 50s. Men represented 21 percent of the walkers and 51.4 percent of the runners.

"People are always looking for an excuse not to exercise, but now they have a straightforward choice to run or to walk and invest in their future health," Williams said.

Apr. 4, 2013 ? Photos from NASA's Mars Reconnaissance Orbiter show how the parachute that helped NASA's Curiosity rover land on Mars last summer has subsequently changed its shape on the ground.

The images were obtained by the High Resolution Imaging Science Experiment (HiRISE) camera on Mars Reconnaissance Orbiter.

Seven images taken by HiRISE between Aug. 12, 2012, and Jan. 13, 2013, show the used parachute shifting its shape at least twice in response to wind.

Researchers have used HiRISE to study many types of changes on Mars. Its first image of Curiosity's parachute, not included in this series, caught the spacecraft suspended from the chute during descent through the Martian atmosphere.

HiRISE is operated by the University of Arizona, Tucson. The instrument was built by Ball Aerospace & Technologies Corp., Boulder, Colo. The Mars Reconnaissance Orbiter Project and Curiosity are managed by NASA's Jet Propulsion Laboratory, Pasadena, Calif., for NASA's Science Mission Directorate, Washington. JPL is a division of the California Institute of Technology in Pasadena.

Pope Francis called on the Catholic Church to take decisive action against sexually abusive priests, to bring offenders to justice, and to protect children, in his first remarks on an issue that dominated the papacy of his predecessor and is likely to loom large in his own reign.

But groups representing victims of clerical sex abuse dismissed his remarks as empty rhetoric and called into question whether he was really determined to tackle the scandals head on.

Pope Francis, who was elected just three weeks ago, discussed the sex abuse scandals ? which have severely harmed the image of the Roman Catholic Church since the first revelations emerged in Boston in 2002 ? during a meeting with Archbishop Gerhard Muller, the head of the Congregation for the Doctrine of the Faith, a Vatican department which investigates cases of sexual abuse and decides if priests should be defrocked.

"The Holy Father in particular asked that the Congregation, continuing the line adopted by Benedict XVI, act decisively in cases of sexual abuse, promoting above all measures to protect minors, help for those who in the past suffered such violence and the necessary procedures against those who are guilty,? the Vatican said in a statement.

It was vital to combat the scourge of sexually abusive priests in order to restore the ?credibility? of the church, the pope said.

But victims of clerical sex abuse said they would judge the pope on his actions, rather than words.

?Kids won?t be helped by a 'continuation' of the tiny symbolic gestures taken by Pope Benedict. Kids will be helped by decisive changes. Thus far, Pope Francis hasn?t even discussed, much less adopted, even a single reform,? says Barbara Dorris, from the Survivors Network of those Abused by Priests (SNAP).

The group said Pope Francis had already called into question his credibility on the clerical sex abuse issue within the first 24 hours of his papacy, when he met Cardinal Bernard Law, the former archbishop of Boston, who resigned in disgrace amid allegations that he had covered up years of abuse by priests.

Victims? groups said at the time that the encounter ?rubbed salt into still festering wounds.?

Cardinal Law resigned as Boston?s archbishop a decade ago after being accused in dozens of law suits of failing to protect children from predatory priests. He moved to Rome and took up residence in an annex of the Church of Santa Maria Maggiore in the center of the city.

Pope Francis went to pray there on the morning after his election and met Law, although it was not clear if he knew the American would be present at the time.

?One of the first actions Pope Francis took was to visit perhaps the most high profile corrupt prelate on the planet, who remains a powerful church official despite having been drummed out of Boston for hiding and enabling crimes by hundreds of child molesting clerics,? says Ms. Dorris. ?By visiting Law, the pope has continued to ignore ? and thus encourage ? heinous wrongdoing.?

But in other quarters, the pope?s remarks were hailed as timely and significant.

?By proclaiming this message so early in his pontificate, Pope Francis is sending a very strong signal to the world that he is willing to tackle the issue head on,? says Dr. Rebecca Rist, a historian of the Catholic Church and the papacy at the University of Reading in the UK.

?It also signals that Pope Francis is serious about his recent messages of reform and renewal in all quarters of the Church.?

POPE BENEDICT'S LEGACY

Pope Francis?s predecessor, Pope Emeritus Benedict XVI, took steps to address the sex abuse scandal after being elected in 2005.

He condemned the ?filth? of clerical sex abuse and apologized to victims on official visits to the US, Australia, Malta, and Britain.

In 2009, he issued a fulsome apology to victims of abuse in Ireland, expressing ?shame and remorse? for what priests had done to generations of children in their care.

He told Irish Catholics: ?You have suffered grievously and I am truly sorry ... it is understandable that you find it hard to forgive or be reconciled with the church.?

But many critics said he did not take enough action to defrock guilty priests and to discipline the bishops and archbishops who shielded them.

The church was widely accused of turning a blind eye to abuses and moving predatory priests to new postings where they continued to molest children.

Critics pointed out that Pope Benedict could have taken substantive action before he was even elected pope, because as Cardinal Joseph Ratzinger he was head of the Congregation for the Doctrine of the Faith for more than two decades.
